TelWatch, a custom-built Active Server Page (ASP) application was an intranet online bill viewer for Verizon telecommunications bills received by the Office of the Chief Technology Officer. This application was a tool utilized by OCTO Executive management, including the Chief Technology Officer, to view District telecommunication costs. The Office of the Chief Technology Officer (OCTO) determined that information provided by the TelWatch application was inaccurate and that the system required general maintenance for upgrades to enhance system performance.

DBTS was contracted to perform a TelWatch system analysis, which resulted in a re-engineering of ASP code to display correct telecommunication billing data, the redesign of the TelWatch database schema to reduce maintenance, and an upgrade of the TelWatch database from Sybase SQL Anywhere to SQL Server 2000. The DBTS consultant assigned to the task successfully completed all work to the satisfaction of the OCTO ahead of schedule.
