Financial Management & Administration
The District of Columbia's Program Management Office (PMO) is responsible for planning strategy, performance/financial reporting, fiscal year budget formulation, project monitoring, and objective setting for projects within the Office of the Chief Technology Officer (OCTO). The PMO decided to hire Financial Managers to ensure that the organization incorporates accurate financial and performance reporting and maintains a consistent business strategy. To accurately achieve the support goal, the Financial Managers serve as the interface between all of the OCTO functional Project Managers and the PMO.
DBTS Inc. provides the financial managers/analysts to assist OCTO in providing direction to the Program Management Office to ensure that, from a business perspective, the projects are in line with financial objectives and provide benefit to the District. DBTS, Inc. provides financial consultants who are responsible for the following:
- Participate and support in the project concept, pre project planning, and detailed project planning and project execution phases of the project.
- Ensure project objectives and deliverables are in line with the business direction.
- Perform quality review of financial reports and deliverables.
- Provide consulting services to Senior Management.
- Establish and maintain financial standards for project monitoring and control including cost management activities as defined above.
- Support performance measurement activities.
- Maintain invoice tracking and pre-approval processes.
- Work with the Financial Officer to finalize Cost Performance reporting requirements and enhancements. Organize and attend regular project status reviews.
- Maintenance of Project records in the PMO documentation library.
- Consolidate and distribute project status information (i.e. reports, financial statements, etc) that is produced by the PMO.
- Perform PMO QA on deliverables to insure that they are in line with the contract.
- Assist the Project Managers in completing their week status reports.
- Maintain backup for invoices and change requests.
DBTS Inc. provides the financial managers/analysts to assist OCTO in providing direction to the Program Management Office to ensure that, from a business perspective, the projects are in line with financial objectives and provide benefit to the District. DBTS, Inc. provides financial consultants who are responsible for the following:
DBTS provides a wide array of fiscal services to the Government of the District of Columbia. This service provides independent financial analyses, special studies, and management audit reports on various City agencies and projects to their respective Director.
Additionally, DBTS currently is providing several on-site Budget Analysts to the Government of the District of Columbia. These employees work within the various agencies and they are responsible for budgeting and tracking finances for projects, which includes forecasting, compiling spending plans, tracking accruals, submitting timesheets, invoices, and all aspects of financial reporting. Among other essential functions, DBTS' consultants supervise and monitor IT program budgets, generate timely financial statements, assign and distribute fiscal responsibilities, in consultation with the Deputies, create and apply fiscal controls and procedures within the program area, develop and monitor budgets, conduct periodic audits to actual expenses, and budget comparisons to actual and maintain communication with the executive management team, providing monthly executive business cases.
