DC.Gov "Push to Win"

In February of 2003, the District of Columbia Government's Office of the Chief Technology Officer (OCTO) set out to make DC.Gov the best city portal in the nation through a project entitled Push to Win. Given a four-month time frame to work within, they assembled a team to make it happen. DBTS employees were hired to provide web development, content management, testing, and implementation services. DBTS was selected not only for the experience and capabilities of its employees, but also for its reputation for overcoming challenges to ensure project success. DBTS is proud to have been a part of this effort to enhance the delivery of e-government services for the residents of the District of Columbia.

The "Push to Win" team approached the challenge with an expedited and iterative development methodology. The first phase of the effort included an assessment of "competitor" offerings and a design and functional requirements analysis. The team began by conducting a competitive analysis of all other states and city e-government offerings and produced a documented assessment of the shortcomings of the District's e-government "Government to Citizen" (G2C) offerings relative to the nation's leading government portals. Usability tests were conducted, a series of prototypes were developed and optimized, and a detailed design and functional specifications document was delivered.

DBTS employees provided the following services within the development, testing, and implementation phases of the "Push to Win" project:

  • Developed web pages of new user-centric portals - The "Resident Resource Center," "Business Resource Center" and "Visitor Resource Center"
  • Wrote and edited content for DC.Gov portals
  • Used the District's standard content management system (CMS) to integrate new content into the redesigned site
  • Tested the new portals pages and applications utilizing user, functional, and system test cases

The redesigned DC.Gov portal and new user-centric portals were successfully launched in the first week of May 2003. Built with Active Server Pages (ASP) and backend SQL databases, the new DC.Gov portal represented a substantial improvement in the e-Government offerings of the District government. The Center for Digital Government formally recognized this accomplishment by naming DC.Gov the number one city portal in the country in its 2003 Best of the Web awards.
