HMBI Lead-Based Paint Testing and Clearance Services

HMBI is a property management and marketing company specializing in asset management and disposition of single-family real estate homes. The company was challenged to perform a high volume of inspections and clearance tests for a contract for the Department of Housing and Urban Development (HUD). HMBI called upon DBTS to perform Lead-Based Paint (LBP) inspections and final clearance testing for single-family housing units in North Carolina and South Carolina. These services include testing painted components in all interior, exterior, and common areas using a portable x-ray fluorescence (XRF) analyzer, performing visual assessments in accordance with ASTM E 2255 standards, preparing LBP stabilization plans for properties where deteriorated LBP has been identified, and performing clearance examinations following abatement of lead-based paint.

• Lead-based Paint Visual Assessments and Clearance Testing - DBTS team members perform lead-based paint visual assessments to determine whether work on interior and exterior surfaces to be treated were completed properly. Visual assessments and clearance activities examine paint removal, building component removal and replacement, enclosures, soil treatments, encapsulants, and interim controls. In order to determine a project to be lead-safe and in compliance with regulations, post-clearance testing is performed. Our team ensures that appropriate testing is performed throughout a project site to guarantee the area is lead-safe.

• Electronic and Paper-based Reporting - The DBTS team provides comprehensive reporting services to ensure proper communication and documentation of adherence to project requirements. The team's high standards consistently result in detailed, clear, and correct project reports.

• Quality Assurance - DBTS provides an array of quality assurance services, from planning and documentation to monitoring and reporting.
